HC Deb 31 October 1946 vol 428 c786
70. Commander Noble

asked the Secretary of State for the Home Department whether he is aware of the shortage of garage accommodation in London; and whether he will consider some modification of the obstruction law which is now preventing the parking of private motorcars in cul-de-sacs, etc., where in fact, no actual obstruction can occur

Mr. Ede

No, Sir. The shortage of garage accommodation cannot justify the obstruction of traffic by cars parked in the highway.
