§ 62. Sir W. Davisonasked the Minister of Supply whether he will consider the removal of control or, failing removal, the simplification of control of packaging pails which are now controlled under Orders No. 5, 1942 (S.R. & O. No. 52), No. 6, 1942 (S.R. & O. No. 467), No. 7, 1942 (S.R. & O. No. 942), as further varied in the 4th Schedule to the latter Order, subject to additional Variations and Additions Nos. 1 and 2, as set out in the Schedule to the Order of 11th September, 1942?
§ The Joint Parliamentary Secretary to the Ministry of Supply (Mr. Peat)Yes, Sir. These Orders are being consolidated and simplified.
§ Sir W. DavisonNotwithstanding my personal joy at the safe return home of the Prime Minister I trust I may be allowed to ask why no explanatory memorandum was issued with the very complicated Order referred to in my Question other than the statement that control of packaging pails and certain other tin articles was essential to the life of the community?
§ Mr. LevyMay I ask the hon. Gentleman who cannot answer that question whether he is aware that the Home Secretary gave a pledge to the House that an explanatory memorandum would be attached to these complicated Orders, and that therefore if the Ministries complied with that, my hon. Friend would be able to answer the question?
