asked the Minister of Supply whether steps are being taken to use for salvage the large quantities of empty paper cartons displayed in shop windows?

Local authorities will shortly be empowered to remove cartons and other waste paper from unoccupied premises. It is proposed to enlist the cooperation of the trades concerned in the surrender for salvage of empty cartons from open shops, and preliminary steps have been taken to that end.
