§ 44. Major Kimballasked the Chancellor of the Exchequer when the official certificates of post-war credits for 1941–42 will be issued to taxpayers; and will these certificates make it clear that they represent a definite undertaking by the Government to repay the sums shown on the certificate, subject only to the date of payment being determined after the war?
§ The Chancellor of the Exchequer (Sir Kingsley Wood)Certificates for post-war credit for 1941–42 will be issued during 502 the course of this year. The form of the certificate was made public some weeks ago, and, as I said in the course of the Finance Bill Debates, I think it will be agreed that it gives the taxpayer real and tangible evidence of his right to the postwar credit. The certificate shows the amount of the credit that will be due at the end of the war on the basis of the Income Tax liability as computed at the date of the certificate and subject to the condition that the Income Tax for the year has been paid.
§ Major KimballWill my right hon. Friend consider publishing this answer in the form of a leaflet which could be distributed to Income Tax offices, as I understand that a great many taxpayers ask this question daily at the Income Tax offices?
§ Mr. Wootton-DaviesHas my right hon. Friend any intention to issue similar certificates to industrial undertakings in respect of payments they have made on Excess Profits Tax?
§ Mr. MesserWill they be negotiable?
