asked the Secretary of State for War whether he will review the system which authorises compulsory stoppages of pay from soldiers on account of barrack damages?

Mr. Sandys

This system has recently been under review, as a result of which it has been decided to make certain modifications in the procedure.

Mr. Bellenger

What alteration has been suggested?

Mr. Sandys

In the main what has been proposed is more prompt and frequent inspection and new and unproved methods of assessing damage.

Mr. Bellenger

Will the hon. Gentleman bear in mind that the main improvement that is required is that there shall be fewer compulsory stoppages from soldiers' pay?

Mr. Sandys

It is considered that this practice is necessary in order to avoid unwarranted expenditure of public funds.
