asked the Parliamentary Secretary to the Ministry of Food whether, at this critical time, in order to promote sobriety, he will severely ration strong drink for the duration of the war?

Drastic reductions in the quantities of alcoholic liquor have already been made. The Government are permitting beer to be produced up to the level of the output in the year ended 30th September, 1939; distilling is severely restricted, and no imports of wines and spirits excepting altar wines and rum for special purposes have been permitted for some months. My Noble Friend sees no adequate reason for adopting the proposal suggested by my hon. Friend.

Is the Parliamentary Secretary aware that in order to promote sobriety and conserve foodstuffs and sugar, a more liberal supply of pure water might with advantage be added to the brew?
