asked the Home Secretary whether his attention has been drawn to the fact that applications for permits for cement for air-raid shelters made by Mr. E. Combes, a builder of Croydon, on 26th August and again on 6th September, containing details of the purpose for which the cement was required, have only produced, in reply, circular forms asking for the details already supplied; whether he is aware that a further communication containing detailed information was sent on 12th September and that up to 27th September there was no effective reply; and what steps he proposes to take to improve the administration of this Department?

Yes, Sir. Owing to the exceptional pressure of work in this Department, there has been a regrettable delay in dealing with some applications. Mr. Combes's application has now been granted, and urgent steps are being taken to strengthen the staff of this Department so as to enable applications to be dealt with promptly.
