Friend that I fully appreciate the urgent need for preventing waste of any kind, and continuous and active efforts are made to avoid such waste in the Army, both of food and of all other materials. Their responsibility for this, and the conse- 1101 quences of any failure to fulfil it, have been very clearly impressed on commanding officers. Moreover, in view of the importance of this matter, special attention has been drawn to it in a recent instruction.
