4. Mr. Ness Edwards

asked the Secretary for Mines what steps he proposes to take with regard to the joint representations made to his Department by the Coalowners' Association and the Mineworkers' Federation relating to the inspection of mines by workmen's inspectors arising out of the recommendations of the Royal Commission on Safety in Mines?

Mr. Lloyd

These recommendations of the Royal Commission were dependent on legislation and, at my invitation, the bodies referred to made joint proposals as to the form that legislation should take. I deeply regret that the further consideration of a new Safety Bill is necessarily in abeyance because of the war.

Mr. Edwards

Would it not be possible to proceed by way of regulation for the purpose of carrying out these agreed proposals?

Mr. Lloyd

I am in touch with the Mining Association and the Mineworkers Federation with regard to the question, and I am endeavouring to obtain agreement.

Mr. T. Smith

Can the Minister give an assurance that the recommendations of the Royal Commission that can be carried out by regulation will be so carried out?

Mr. Lloyd

I will certainly consider that suggestion very carefully in consultation with these bodies.

Mr. George Griffiths

Will the Minister see that there is no relaxation whatever as far as safety measures are concerned in this need for increased output?
