asked the Minister of Agriculture whether there are any national or local by-laws to prevent retailers from selling, without disclosure to buyers, as prime home-grown meat, cow beef of inferior quality as differentiated from steer beef of prime quality?

Section 2 of the Food and Drugs (Adulteration) Act, 1928, prohibits the sale to the prejudice of the purchaser of any article of food not of the nature, substance or quality demanded by the purchaser; but whether in any particular case the sale of cow beef of inferior quality as prime homegrown meat is an offence under this Section is a matter that only the courts can decide.
