asked the Secretary of State for Scotland whether he is now in a position to state what action he proposes for the abolition of birching of young persons in Scotland?

I regret that I am unable at present to add to my reply to the hon. Member of 31st May last.

Mr. Westwood

Can the right hon. Gentleman give any indication of when the Government are likely to make up their minds and give a report to the House on this very important question?

Mr. Colville

I cannot name a date. I have told the hon. Member that no time will be lost in the consideration of this important matter.
