30. Mr. Westwood

asked the Secretary of State for Scotland what safeguards are provided on trading estates to ensure employment under trade union conditions and to avoid existing established industries elsewhere becoming derelict as the result of the subsidised competition from the trading estates?

The factories on the Hillington Estate are let on ordinary commercial terms and the wages and conditions of employment in the factories are a matter for negotiation between the parties concerned in the usual manner, subject to the observance of such statutory conditions as may be applicable to particular industries, for example, the Trade Board Acts. In carrying out the duty placed upon him by Parliament in the Special Areas Acts of encouraging the development of new industrial enterprises the Commissioner and his industrial advisers pay due regard to the position of existing industries.
