§ Mr. ButlerThe general question of emigration from Germany was discussed unofficially with Dr. Schacht during his recent visit to London, but it was not intended or expected that any decisions should be reached during the visit. The external debt of Germany was not mentioned. I would take the opportunity of saying that Dr. Schacht's visit was welcome, and I am confident that such visits conduce to the promotion of good understanding between the two countries.
