52. Mr. J. Griffiths

asked the Minister of Health whether he is aware that the disparity between the additional benefits provided by approved societies under the National Health Insurance Acts is having a serious effect upon the position of the poorer societies; that members are seeking to be transferred to the richer societies that provide the higher additional benefits; and whether he proposes to take steps to co-ordinate the administration of the Acts in such a way as to provide uniform benefits for uniform contributions?

Sir K. Wood

I am aware of the considerations mentioned, but statutory provision is already made for the protection of any society against transfer of membership due to unfavourable valuation results. Equalisation of benefits would be incompatible with the retention of the approved society system of administration, and I see no sufficient reason for altering that system at the present time.

Mr. Griffiths

Is the right hon. Gentleman not aware that some of these societies have suffered a serious decline in membership, that insolvency is in question, and does he not think that some steps should be taken to prevent it?

Sir K. Wood

I shall be glad to examine any case the hon. Member may send me, but the hon. Member is no doubt aware that there are certain provisions which give a measure of protection in the cases he has in mind. If he will have a talk with me on this matter I shall be glad.
