asked the Secretary of State for the Colonies whether, seeing that the late Secretary of State undertook to consider the establishment of a Betterment Fund for Kenya Colony, as recorded by Lord Moyne when Sir Alan Pim's report became available, it is now proposed to carry out the promise then given?

One of Sir Alan Pim's recommendations is that an improved system of native taxation should be devised and until that recommendation has been considered it seems that no useful purpose would be served by setting up a fund at the present time, especially as the Colony's estimated expenditure on the four main native services for 1937 is approximately £16,000 in excess of the provision which, under Lord Moyne's proposals, would have been available for the fund in respect of the same year.
