asked the Under-Secretary of State for India whether the opinion of the Indian Legislative Assembly that it should be allowed to discuss the Niemeyer report has been communicated to the Secretary of State for India by the Government of India; and, if so, what action has been taken with regard to it?

Mr. BUTLER

Yes, Sir. The Assembly was no longer in session when Sir Otto Niemeyer's report was published. It seems therefore impossible for the Assembly to be afforded an opportunity for discusion since, in the opinion of my Noble Friend, it is essential to present to Parliament without delay draft Orders in Council based on the report, which it is hoped to do in the course of next week.
