asked the Under-Secretary of State for India whether he is aware that a prisoner of the name of Parmanand, now in the central Lucknow gaol, has been in prison for over 20 years in connection with the Lahore conspiracy case; and whether, in view of the youth of the prisoner when sentenced and the fact that all the other prisoners sentenced with him have beer, released, he can arrange for the release of this man?

I would refer the hon. Member to the reply given on 13th May to the hon. and gallant Member for South-East Leeds (Major Milner).

May I ask for your ruling on this matter, Mr. Speaker? After I had put this question down, having a desire to hear the answer and to ask supplementary questions, some days before the 13th May, the Parliamentary Private Secretary to the Under-Secretary of State for India approached me and asked me to put the question down to-day, when the Under-Secretary would be present. May I ask whether in those circumstances it is fair to me now to receive an answer, that the answer to my question was given on the day on which I previously put it down?

I am afraid I cannot help the hon. Lady to get a more satisfactory answer.
