asked the President of the Board of Trade whether, in concluding any trade agreements with foreign countries in future, he will insert a clause providing that the sterling exchange made available by the exports of goods to this country will be applied in the first instance to liquidating debts in respect of imports from the United Kingdom?

In negotiating trade agreements with foreign countries His Majesty's Government will continue to bear in mind the difficulties caused by exchange restrictions, with a view to securing the best arrangements possible for United Kingdom trade.
