asked the President of the Board of Trade whether he is aware that in the case of goods duly licensed for import into Latvia the necessary permit for sterling exchange to pay for these goods is frequently withheld, thus nullifying the effect of the licence and evading the terms of the trade agreement; and whether he will take steps to have this matter rectified?

In the case of goods duly licensed before their arrival in Latvia, I understand that the authorities release exchange for imports from this country with reasonable promptitude on application being made by the importer. I shall, however, be glad to make inquiries into any difficulties of which my hon. Friend can give me information.
