asked the Minister of Transport whether he will consider making provision for the franking of driving licences belonging to unemployed men, so that they could take an occasional day's work without having to pay 5s. for an annual renewal, such provision to permit of the renewal fee being paid as soon as regular employment was secured?

My right hon. Friend has no power to waive the fee of 5s. imposed by Section 4 of the Road Traffic Act, 1930.

Does that mean that the Minister cannot consider implementing the proposal in the Question? It is a most important matter.

My right hon. Friend cannot make regulations. He would have to come to the House for fresh legislation.
