§ 23. Mr. DAYasked the President of the Board of Education whether he is aware of the fact that the playing grounds in many of the elementary schools, especially in the poorer districts, are closed after school hours, and on Saturdays and during the holidays; and will he consider advising all education authorities to keep their school playgrounds open for this purpose in order to provide better playing facilities for the children?
