asked the Secretary of State for India whether he is aware that Philip Spratt, one of the three Englishmen convicted in the Meerut conspiracy case, has been interned at Belgaum, in the Bombay presidency, under the Emergency Powers Act; and whether he will consider taking the necessary steps to deport him from India?

Mr. BUTLER

On release on the 16th February from detention in custody Mr. Philip Spratt was ordered in accordance with the provisions of Section 4 of the Bombay Special (Emergency) Powers Act to reside within the limits of Belgaum Fort, where a suitable house has been provided for him. There is no power under the existing law to deport him, but as stated in reply to the hon. Member for West Rhondda (Mr. John) on the 21st December he was given when arrested the option of leaving India. This offer was repeated on the expiry of the period for which he could be detained in custody and was again declined.
