asked the Secretary of State for Foreign Affairs whether he will state the present position with regard to the report of the jurists on the complaints of the German Government against the measures taken by the Lithuanian Governor of the Memel territory; and why these complaints were not lodged with the Council of the League of Nations in accordance with international law and existing treaties?

Mr. EDEN

The Jurists' report—which, however, it is not accurate to describe as being one on the complaints of the German Government—is still under consideration by the Powers signatory to the Memel Convention. As regards the second half of this question, it is not for me to suggest reasons why the German Government have not lodged their complaints on this subject with the Council of the League.
