1. Mr. MANDER

asked the Secretary of State for Foreign Affairs whether any steps have been taken to carry out our obligations, under the covenant of the League of Nations, to maintain order in the Saar territory under all eventualities; and whether the Government recognises any responsibility to support, morally or physically, the French troops which under present arrangements are available as mandatories of the League of Nations for this purpose?

The body charged with the responsibility of maintaining order in the Saar is the Governing Commission, whose duties in this respect are defined in paragraph 30 of the Saar annex to the Treaty of Versailles. As regards the Governing Commission's right of appeal to outside assistance in the discharge of this task, I have nothing to add to the statement which my right hon. Friend the Foreign Secretary made on this subject on the 5th November in reply to a question by the right bon. Gentleman, the Leader of the Opposition.

Do I understand that no application has been received by the British Government from any source, either the League or the French Government, for assistance in this connection?

Mr. EDEN

That is another question, of which I should require notice.
