I beg to move, in page 19, line 19, after the second "and," to insert: of section one of the Unemployment Insurance (No. 3) Act, 1931, and.

This Amendment and the following three Amendments to the Clause are in order to carry out a promise made by my right hon. Friend on the Committee stage that he would make sure that regulations in future made under the Anomalies Act shall have the approval of this House.

As far as the Anomalies Act can be made tolerable this is a great improvement. Those who have watched the operation of the Act consider that it would have been much better if we had had an opportunity of discussing its administration during the past two years. The proposal of the Government means that we are now going to have an opportunity, as the regulations will have to be laid before both Houses of Parliament. Had it been in operation during the past two years it would have had the effect of saving a great deal of hardship to great masses of people; it would certainly have eased the harsh operation of the Act. We are obliged to the Minister for taking this course.

Further Amendments made: In page 19, line 31, at the end, insert: (4) Before laying before Parliament the draft of any order proposed to be made under section one of the Unemployment Insurance (No. 3) Act, 1931, or under section twelve of this Act, the Minister shall submit the draft to the Committee and the Committee shall forthwith consider the draft and report thereon to the Minister, and the Minister shall consider the report of the committee and may then lay the draft before Parliament either without amendments or with such amendments as he thinks fit.

In line 37, after "Act," insert: and whenever the draft of any order is laid before Parliament in pursuance of subsection (4) of Section twelve of this Act.
