asked the President of the Board of Trade if, in view of the fact that foreign newsprint is admitted free, he will initiate a gentleman's agreement with British newspaper proprietors to take more home-produced newsprint?

I think that the initiative in a proposal of this kind should lie with the interests concerned.

If the manufacturers make representations, will the right hon. Gentleman give them consideration?
