asked the Prime Minister on what grounds the article by the Postmaster-General entitled "Young man, do you want to be an air post- man?" was permitted to be published in the "Sunday Dispatch" on 18th November, in view of its apparent contravention of the rule which debars Members of the Government from writing for the Press?

The PRIME MINISTER

I understand that the article in question dealt solely with the administrative work of the Post Office, and consisted of a description of recent Post Office developments by my right hon. Friend for which he received no payment. As I stated on Monday last, in reply to a question by my hon. and gallant Friend the Member for Wycombe, the rule in question has never been interpreted as debarring Ministers from writing articles upon their departmental work.
