asked the Secretary of State for Scotland whether he is aware that the Educational Endowments Commissioners have submitted a scheme to remove from the incorporated trades of Aberdeen the control of Dr. Guild's fund for providing bursaries at Aberdeen University for the sons of poor craftsmen; and when a decision may be expected?

I am informed that the Commissioners have prepared a draft of a scheme for this endowment and have published it in terms of Section 18 of the Educational Endowments (Scotland) Act, 1928. They have now to consider the objections which have been or may still be submitted to them. They may hold an inquiry if they think that necessary. Thereafter, they may frame a scheme in such form as they think expedient and submit it to the Department. Until a scheme is so submitted, the Department have no locus in the matter.

Is there no way of putting an end to this kind of thing? People's wills are altered and they play like pigs in clover with the bequests made by innumerable people. They are doing a fearful mischief.
