§ The SECRETARY of STATE for the COLONIES (Sir Philip Cunliffe-Lister)The committee is one appointed by the Governor of Kenya. I am not aware that the committee has received any instructions other than its terms of reference, which I understand are as follow:
to examine and advise upon any proposals directed towards the improvement of the Colony's balance of trade and towards the maintenance and development of its agricultural and industrial resources.
