asked the Minister of Labour whether he will cause a sample analysis of unemployment to be made in each of the principal industrial areas of the country with a view to determining whether there is a standing army of unemployed; and whether he will cause the results of such an investigation to be published as a White Paper?

Some information on this subject, relating to February, 1931, was supplied to the Royal Commission on Unemployment Insurance and published as Part V of the Appendices to the Minutes of Evidence; it is referred to in paragraph 114 of their Final Report. A sample analysis of the contributions and benefit experience of insured claimants over a period of three years was recently made and is now being tabulated; the results should give some further information on the point raised in my hon. Friend's question. A summary will be published in due course in the Ministry of Labour Gazette.
