asked the Secretary of State for the Home Department if, in view of the fact that there were only two persons prosecuted for low flying in the Metropolitan district in 1932, and that there are frequent breaches of the law in that district, he will instruct the police to be more vigilant in seeing that the law is observed?

I do not think any further instructions to police are required. It is often difficult to get sufficient evidence, but where evidence is available and the circumstances justify prosecution, proceedings are taken.
