asked the Financial Secretary to the War Office why all capital expenditure for new buildings for the Territorial Army is held up until next October, seeing that such expenditure is financed by the Public Works Loan Board, for which county associations have to assume responsibility for repayment, and that if such expenditure is sanctioned in October it would mean that building would have to be undertaken during the winter?

As stated on page 62 of the current Army Estimates, building services for the Territorial Army are no longer normally financed by loans from the Public Works Loan Board. The position this year is that nearly the whole of the sum provided in Estimates for these services is required for existing commitments, and expenditure on buildings to be started during the current year must be correspondingly curtailed.
