asked the Secretary of State for Foreign Affairs whether bilateral diplomatic negotiations with regard to disarmament have yet commenced; and whether any despatch embodying the views of the British Government has yet been forwarded to other Powers?

I have nothing to add to the reply which my right hon. Friend gave yesterday to the hon. Member for Ebbw Vale (Mr. A. Bevan).

Mr. MANDER

Do I understand from that answer that the Government have not yet embodied any views of their own to foreign Powers; and may I ask if this country is ever likely to have a foreign policy of its own?

The hon. Gentleman must not make such glaring assumptions.
