§ Sir H. SAMUELThe experience of the Home Office leads to the conclusion that no definite figure can be suggested. The classes of the offenders dealt with and the nature of the officer's district, and the frequency of the sittings of the courts, are among the many factors which would make it impossible to suggest a maximum number.
