asked the Secretary of State for Dominion Affairs whether it is true that the Government of New Zealand have offered to pay the instalment of the War debt due by New Zealand to this country?

Yes, Sir. A telegram was received on Saturday from His Majesty's Government in New Zealand recalling the fact that His Majesty's Government in the United Kingdom lately agreed to extend the operation of the Hoover moratorium with a view to granting financial relief to the Dominion and that the New Zealand Government gladly accepted this generous concession. The telegram went on to say that if the concession to New Zealand was granted on the assumption of a continued moratorium by the United States of America then His Majesty's Government in New Zealand would feel in honour bound to reassume liability. I need hardly say that His Majesty's Government in the United Kingdom are most appreciative of the attitude of His Majesty's Government in New Zealand. The matter is receiving their immediate consideration.

May I ask my right hon. Friend to convey what I am sure is the universal appreciation of this House as well as of the Government of the spirit of the New Zealand Government despite their 'own difficulties?

My right hon. Friend may be assured that I have already anticipated what I knew would be the feeling of the House and of the country.

Mr. THORNE

Will the right hon. Gentleman convey that intimation also to European countries who owe us money?
