asked the Minister of Transport if he will consider the advisability of appointing an independent chairman in cases where the Ministry has instituted an inquiry to be held, so as to ensure impartial judgment in such cases?

Mr. PYBUS

I am always ready to consider this course where circumstances appear to make it advisable, but I see no reason in ordinary cases to depart from the customary practice of appointing an officer of the Ministry or some other suitable person to conduct inquiries on my behalf and to report to me.
