asked the President of the Board of Education why the National Schoolmasters' Association are not represented on the teachers' panel (elementary) of the Burnham Committee?

Mr. RAMSBOTHAM

My right hon. Friend is of opinion that the membership of this association in relation to the total number of teachers in elementary schools would not justify its representation on the standing joint committee of teachers in those schools.

As the number of members of the association is about 8,000, could not the matter be reconsidered?

Mr. RAMSBOTHAM

This association is only one of a number of minority associations, but clearly, if its numbers greatly increase, that will be a further factor and will receive consideration.
