22. Sir NICHOLAS GRATTAN-DOYLE

asked the Secretary of State for Foreign Affairs whether the Mexican Government has yet made any decision towards terminating the 17-year-old default to holders of Mexican Government obligations; and when they propose to make a payment on account?

Mr. A. HENDERSON

As I have already informed the House, two agreements were concluded in July, 1930, and in January last between the Mexican Government and the International Committee of Bankers, who represent the interests of the British bondholders. These agreements have yet to be approved by the Mexican Congress, which met in special session on the 22nd of May for the purpose of considering them and dealing with certain matters of domestic importance.

It is along time since 1930. Has nothing been done in the meantime?

Mr. HENDERSON

I have said that the Congress has already met, and we are hoping that this business will be reached before the Congress closes.

Has it not taken an inordinate time to reach that point?
