asked the Under-Secretary of State for the Colonies whether he can give particulars of what progress has been made with the negotiations passing between His Majesty's Government and the Portuguese Government with reference to the construction of a bridge over the River Zambesi?

Dr. SHIELS

No negotiations are in progress between the two Governments.

Mr. DAY

Do I understand by that that all outstanding questions have been settled?

Dr. SHIELS

As far as Governments are concerned, certainly. I understand that the railway companies are in communication with the Portuguese Government in regard to certain legal points of a routine character.
