asked the Minister of Transport whether, in view of the congestion in London streets caused by private motor cars, carrying on the average less than two persons per vehicle, he will make Regulations imposing some restrictions on their use as far as the main routes are concerned?

Mr. HERBERT MORRISON

The only effective method of restricting the use of private cars in London would be to prohibit their use during prescribed hours in certain main streets or in a defined area. I am not satisfied that the time has arrived when such restrictions would be necessary or desirable. Standing vehicles cause more obstruction than moving vehicles, and I have recently given notice of my intention to make Regulations which will have the effect of prohibiting drivers of private cars from waiting in certain streets scheduled to the Regulations, except for so long as will enable persons to board or alight. Representations have been received with regard to the proposed Regulations and have been referred to London Traffic Advisory Committee for consideration and report.

Does not the right hon. Gentleman consider that the restriction of private cars is as essential as restriction of public vehicles?

It depends to which vehicles the hon. Member is referring.
