Mr. A. HENDERSONLegislation will be required before this convention is ratified in respect of this country, and accordingly the answer to the first part of the question is in the affirmative. As my hon. and gallant Friend is no doubt aware, an article in the convention itself provides that the convention does not become operative until the Disarmament Convention is in force. Any charge which might have to be made in the event of this country having to make any payments to implement the guarantee would fall upon the Consolidated Fund.
