35. Captain PETER MACDONALD

asked the Home Secretary whether he proposes to refuse admission to this country to persons who arrive from the Union of Socialist Soviet Republics for the purpose of replacing officials of Russian trading concerns whose recall to Moscow is ineffective on account of their unwillingness to be repatriated?

Mr. CLYNES

No, Sir. Any general refusal on such grounds is not contemplated by the Aliens Order. I can only say that all applications for visas will continue to receive careful scrutiny, and will be dealt with on their merits.

Captain MACDONALD

Can the right hon. Gentleman state the reason for the recall of these gentlemen, and why they are unwilling to return to their own country?

Mr. CLYNES

No. The question put to me was as to replacement, and not as to why they were recalled.

Captain MACDONALD

Is no restriction placed on the number of aliens who are allowed to live in this country?

Mr. CLYNES

Yes, by the fact of very careful scrutiny and individual decision in each case.
