39. Mr. HORRABIN

asked the Under-Secretary of State for the Colonies if his attention has been drawn to the statement by the district officer of Owerri province, Nigeria, that after the recent disturbances six men were sentenced to three months' imprisonment, including three hours daily in the stocks in the market place; under what legal authority this punishment was inflicted; and whether he proposes to take any action in the matter?

Dr. SHIELS

I have seen a statement to that effect in the Press, but, as the Commission of Inquiry cannot yet have reported or published the evidence given before it, I have no means of saying whether the statement in question is in fact correct. Inquiry will be made of the Governor.

Does not the hon. Gentleman think that exposure under the blazing sun for three hours causes unnecessary suffering?
