asked the Secretary of State for Foreign Affairs whether the Government has had under consideration or assented to any proposal that Great Britain shall participate in a scheme for financial assistance to victims of war aggression?

I have already answered that question. All treaties will be laid for ratification, and there will be no exception in this case.
