HENDERSONThe French Ambassador was informed in a written Note, dated the 20th of August, of the reasons for which His Majesty's Government were unable to accept His Excellency's suggestion that this dispute was one which they should agree to submit to arbitration. I have now received a further communication from His Excellency on this subject, and the reply to be made thereto is under consideration.
