§ Viscount WOLMERThe Commission referred to by my hon. Friend visited the United States of America in order to investigate the working of the telegraph companies' systems there. Their report is now being prepared for submission to my right hon. Friend, and I cannot yet say whether it will be published. I may add, however, that it is not the usual practice to publish reports by Departmental Commissions.
