asked the Prime Minister whether, in view of his intention to base the Government's immediate policy in relation to the Russian Government on the decision of the House of Commons this day, he will state whether the relevant vote will be free and not subject to the influence of the Government Whips?

The PRIME MINISTER

No, Sir.

Captain GARRO-JONES

Quite apart from the merits of the primary question in dispute, would it not be a more influential decision and one differing from the decision of the Executive if the matter were left to a free vote of the House?

The PRIME MINISTER

In a matter of Government policy it is customary to put on the Government Whips.

Is it not a fact that whether the Whips are, on or off will make no difference to the result?
