asked the Chancellor of the Exchequer what is the total addition to the National Debt since the War caused by the issue of loans at a discount or the redemption of loans at a premium; and to what extent is this addition counterbalanced by the amount of debt redeemed by means of Budget surpluses or from other sources?

I would refer my hon. Friend to paragraphs 143 and 146 of the Colwyn Committee's Report, which substantially answers his questions.

Is it not a fact that, apart from the £47,000,000 therein referred to, it is not a direct saving on a Budget operation to make a Ways and Means transaction?
