asked the Secretary of State for Foreign Affairs whether he had advance intimation of the negotiations for and conclusion of the Italian-Spanish Treaty; and whether its terms preserve the rights of the League of Nations and the interests of Great Britain in the Mediterranean?

The answer to the first part of the question is in the negative. As regards the second part, I would refer the Noble Lord to the first paragraph of Article 20 of the Covenant, and would add that the Italian Government have assured my right hon. Friend that there is nothing in the Treaty contrary to the obligations of the parties as signatories of the Covenant, which has all the force of a prior engagement. The answer to the third part is that the Treaty in no way affects the interests of Great Britain in the Mediterranean.
