asked the Under-Secretary of State for the Home Department, as representing the First Commissioner of Works, if his attention has been drawn to the practice of riders in Rotten Row, Hyde Park, especially between the hours of 11 a.m. and 12.30 p.m., to ride abreast in parties of 10; and if, in view of the danger to the riding public, especially children, he will cause regulations to be issued forbidding more than four persons riding abreast in any part of Rotten Row, Hyde Park?
